>> in the -- is that 5-gallon or less include -- does that 5-gallon or less is what we see in our offices, in a lot of the offices in the city. the dispensaries. >> when former mayor implemented his executive order reducing the use of single use plastic water bottles, i know our office eliminated the water, the big water container in our office. in our city, our best source tap water come from our hedge reservoir, not from imported plastic jugs. with the city, we spend somewhat -- some where around $98,000 a year on this type of water in our offices. what i do in my office is we have pitchers of water that's provided to folks so that we're not using more and more plastic

recommended with a new title appointing bill hing to the police commission term ending april 30, 2018, >> commissioner cohen. >> i want to speak in general to the several qualified candidates that applied and expressed interest in the police commission. it was an interesting discussion. just by way of background, i want to start with just the -- about the police commission and the purpose of this body. the mission of the police commission is to set policy for the san francisco police department and to conduct disciplinary hearing on charges of police misconduct filed by the police of chief, excuse me, by the chief of police or the director of the office of citizen's complaint which is now the director of the department of police accountability. this person -- this role -- this commission is charged with a duty to impose discipline in such cases as

warranted and here, police officers appeals from the discipline imposed by the police chief. this is an oversight body that sets policy for the police department. the commissioners are appointed by the mayor's office and the board of supervisors and they oversee the police department and the office of police accountability. the commission also appoint and regulates patrol special officers and they also may suspend or dismiss patrol officers after hearings or charges are filed. so, for me, this committee hearing, the name that was brought before us is a brilliant professor bill ong hing and i'm going to make a motion that we not appoint

professor bill hing but appoint john. for me it's a simple question. it comes down to one question on the application, and that question is a public document, have you ever attended a police commission meeting? period. it's simple. have you ever attended a police commission hearing? and while i respect the professor, and his legal experience in deep community ties, his professional record is astounding, his accomplishments, it's resolved around immigrant defense and the immigration policy development. he hasn't demonstrated to me that he has an interest or an expertise outside of immigration. i want to highlight that professor ong

hs hing answered no. no he hasn't ever attended a police commission meeting. and by his own description during his interview and from his resume -- it's limited and it's limited to the immigration field. and this is a really critical time. this is a critical role at a unique moment in history when we need an appointee with expertise who is a bridge to boast to the public and the poa. we need an experienced advocate who has the time, the talent, the ability engage stakeholders across all identities, and i think that's absolutely critical. all identities. it's apparent to me that mr. john is the most qualified for

the seat. mr. homosoci have the experience we need on the commission through his decades of working as a criminal defense attorney. his work to humanize those most directly and disproportionately targeted by sfpd. mr. homosocki did his due diligence in applying for this role and yes he has attended several police commission meetings. i have seen him there personally. prior to his application, he took 6-week to go out into the community and talk to police officers, to talk with the public, to talk to members of the board of supervisors and talk with his current colleagues and talk with members on the commission to get a deep understanding of the role of a commissioner and the role the police commission plays in this city. i have heard from many advocates and my office have received thousands of letters, numerous

e-mails, calls of recommendations for both gentlemen. but mr. homosocki have received support from folks on both sides of the aisle, from the community and the police side. and you heard earlier, the remarks that we need someone that is able to connect with both sides. as a supervisor who has been most deeply involved in police accountability reform, some of you may argue that, but in the most recent -- campos is like, yeah. okay. campos has me trumped by a few years, but i'm picking up the mantle supervisor avalos and supervisor -- i'm picking it were you're dropping it down. i have been involved in the ability reform. i have -- i've brought two to vote vote have passed with 80% approval ratings. so i do feel like i have a unique quality that i'm bringing here and i have a lens

that i'm looking into this candidates, i have a unique understanding and i have a phenomenal grasp of what the commission needs and what values we need to have already instilled, not made up or manufacture erred that exist in the appointee. it's my hope that -- those will reconsider what came out the rules committee. i want to commit on something. if i was uncomfortable with the -- that was displayed in the hearing and the testimony. it's critical that we as members of the board of supervisors, we're entrusted to make the best decisions for all of san francisco. every nook and cranny from public housing on down. and look objectively at the application that have been submitted and make a decision

solely based on the qualifications for that role. so in my opinion, it is without question the person most qualified for this appointment at this time is mr. john homosocki. our public defender, rudy, united play -- shawn richard. former police commissioner as well as agent law caucus member or employee. jesus which is a -- she helped us with the joint committee meeting that we had with the police commission last month. jennifer. i love jennifer, but

the coalition of homeless is supporting this candidate. adrian tartanoti who is the director of the baby hunter's community leader who ironically is a student of -- a former student of professor bill hing and paul who was here earlier, john cruise from the acla police practice and vinny who speaks often on mental health, particularly mental -- he's apart of the mental health working group and also fyi, a manager at tartine. i can hook you up. see me afterwards. back to business. the asian american bar association which is the largest apr bar association in the united states. it has close to 1,000 members. this includes muslim attorneys that's concerned about islam phobia. he's chair of the -- officers for justice which is a police union for

police officers of color specifically african american. the san francisco for police accountability and just to add a celebrity touch, dura from black lives matter just for a little celebrity. in full transparency, i received 38 letters of recommendations from professor criminal defense, high school student and college students and other san francisco ans. -- san franciscans. >> this is an incredible candidate that deserves our attention and our support. so please i'm asking you to not affirm the rules committee's findings, but support my motion to appoint mr. john homsocki to the police commission. i want to also recognize that we have both candidates that are here

in the chamber today. if you have questions for them, please i encourage you to reach out to them and ask them directly. the one question that boils down, have you attended a police commission meeting. that's the number one question. do you know what you're stepping into? are you paying attention, are you at the table or did you wake up and get in the game. thank you. >> supervisor cohen has made a motion, is there a second? >> seconded by supervisor avalos. >> supervisor mar. >> i'll speak against the motion and i appreciate supervisor cohen's passion about the issues that many of us care deeply about. but your fact was wrong about mr. hamasoci. he has been a lawyer since 2008, not for decades. he has had really great experience and i know he's very passionate when i met with him

and lots of my close allies support him. when you put his record next to bill hing, julie sue, robert hersh and others we did, and that's what i did, meeting and talking to everyone, it's clear who the most qualified one for the police commission is. i respect mr. hamasoci's work beginning as a clerk and my close friends and colleagues have spoken for him, but that alone is not enough. i think with the national lawyer skill and the work with the -- like i did when i came out of law school was important and i really respect that work he has done, but what i see with, fir example and i'll start by bill hing, it's 40 years. the san francisco -- or the important units like the immigration

unit, he helped develop and our neighborhood vehicles foundation. i'm not going to go into his ex-tensive record. it's not just immigrant rights. he's seen as a racial justice and extremely wise leader on so many different levels. if you even read the -- the howard law journal which is the african american journal law school and journal piece on disrupting race based policing, looking at cases from ferguson to the 12-year-old tamir rice in cleveland killing to the black lives matter movement rise to many other movements, bill hing has been a champion of multi racist justice. when i look at candidates, i try to put along side their deep relationships with different community based groups and i think professor hing to jewelry sue emphasized those deep relationships if their testimony. from julie sue's leadership on the commission on the status of

women heard deep roots with domestic violence and human trafficking to so many other issues she brought out and the relationships with people not only in the chinese and asian pacific islanders, but with other commuters, i think mr. hamosoci is developing those relationships. when i put their records side by side, but following in the former -- who also came out of immigrant rights movements. at this point in history, depending our city sanctuary ordinance and the dignity of immigrant people really respectful relationships within communities of color so that we deescalate conflicts is so important. and i know sue and professor hing and mr.

hamsosoci -- we need a leader like bill hing. i hope we have other seats we can consider the others. but i think for this position, identity politics are -- since you raised it, i don't choose a candidate because they're asian or pacific islander. i look for people who have deep relationships that know who the community, know how to talk to different groups within that community, but also others across racial ethnic and class line and i think that's why bill hing has that experience. his long list of various public application to his teaching, there's a stereotype of law professors that's ivory towered people. bill hing from the 1980s working with the latinos and

asian islanders community -- to me it's so important. when we first looked at the candidates, we saw there weren't people that had that much experience. that was my first question to our former police commissioners and angela sxhang -- chang. let's choose the most experienced with the deeper relationships that can break beyond police reform and racial justice to immigrant rights and so many other things, and that's why bill hing, professor inning, hing is the right choice. i have respect for -- people didn't know that bill hing applied and if they had known they would have supported him. i would say that robert hersh also who has withdrawn his name was strongly supported by eva paterson. and my mentor

from the law caucus. right now, we have a stellar police commissioner bill hing who is poised at this time in his tore other on the attack of immigrant rights and african americans -- hing can focus on you -- i speak against the motion by my colleague supervisor cohen. >> thank you, supervisor mar. supervisor tang. >> thank you. i do want to say ditto to everything that supervisor mar and also encourage us to take a step back from this. we have three incredibly qualified candidates who i said in rules committee that i would support any of them to serve on the police commission. i'm glad that we have seen this level of interest of quality candidates come forward during this difficult time to serve on a very difficult commission where all eyes are on that commission not only in san francisco but elsewhere as well. so i want

to say we're lucky to be in the spot where we have people vying for this position. for me, i'll back up, supervisor mar because of the long 40-year plus track record he has. i did raise a question in committee about the perception that, as supervisor mar mentioned that professors are in their classrooms and writing about things, but you know, he did answer and i have seen this myself too that he writes about things that he's involved in, that he has worked on. and so again he's not just theorizing or -- he's out there in the community, sometimes when i'm contacting him or so forth, he's in mexico or he's starting up a clinic or whatever it is, he's actually out there. he's a huge activist in the community, so i do believe that he will bring a well set of qualities to the commission to challenge all the different sets of recommendations that

are coming forth before the police department and the commission and to review them with the critical eye to see how it is that we move our police department forward in the best way possible. but again, i think that all three candidates we had were wonderful and i really do hope there's an opportunity for all of them to be involved and continue to be involved in this issue. >> thank you supervisor tang. supervisor campos. >> thank you, i do appreciate the passion that supervisor cohen demonstrated in her presentation. i certainly share her passion about the issue. and i don't know that it's a competition in terms of who have done more. i'm grateful that you're committed to this issue going forward. i think that we need that passion because i think that if i have learned anything since i've been working on police reform is that it has to be a constant

ongoing effort because it's one of those things where you take one step forward and you take two forward and you take two forward and one back, and then so i think it has to be an ongoing push and it really is a push and i'm happy that this issue has been elevated to where it is. i also know president breed is committed to this issue as are some of the other folks that are here, but also the supervisors that are coming in. so you know, what i would say about where we are is one of the things that i think is unfortunate about making the case for mr. homasocey, people felt the need to do that at the expense of other people. i think that there's nothing negative to be said about any one here. and mr. homosoci when he came to my office and

met with me, i was impressed with me. as you know from watching the tape of what he presented, i think he did a very impressive job of making the case as to why he should be appointed and when i said to both mr. homasoci and professor bill hing is i'll be happy to support either one of them. if john had come out of the rule's committee, i would support them. i don't think you follow the rules blindly and god knows there's many times here when i have gone against what the rule's committee has done. there has to be, in my view, a reason not to support the person that came out of rules. and as much as i think if john had come out the rules, i would have supported him. i can't in

good conscious not support bill hing. i think the way in which some people expressed themselves indirectly about professor hing is not fair. there's nothing made up or manufactured about bill hing and his commitment to not just police reform, police transformation, but racial justice and social justice generally. i don't believe this is someone who is coming in, you know, because he just -- just so happens to be interested in this issue last minute. this is someone who has been thinking and working in this area for a long time. and so i don't think that you know, that's necessarily the case and i think that the -- any push to diminish him actually has the opposite effect for me because i don't think that it's -- i don't think john needs that to look

good because he looks good on his own terms just like everyone else. i actually think that the issue of police reform goes beyond this appointment. it goes beyond so many other different things. i think that the problem remains as we saw here today the power of the poa. the power of the police officer's union and the fact that the status quo is you know, in any kind of system changing the status quo is very difficult. but when you have the kind of push back against change that we have from the police union and interim the system itself, it's very challenging. and so you know, we're going to have a number of choices that come up. i believe that professor hing is up to the challenge. i would not be supporting him if he

wasn't. and i'll vote against a motion, not because i don't like john, but because i think that's what came out of committee and i have no basis to oppose that. i think that what i would ask not just this body but the mayor because as the executive, he has the ability to do this, can we please move quickly on the reforms that are needed? can we move quickly on choosing a new chief. is he going to choose the people put forward by this police commission and if not, can we send it back to the police commission because i feel like there's so much uncertainty that's hurt this process. thank you very much, and i look forward to the rest of the discussion. >> supervisor avalos. >> colleagues, i made the mistake that telling the two candidates i supported them and i feel bad about that. i was

impressed with both clearly. and but you know, my mistake is i didn't let either much them what i was thinking when i was thinking it. and not until i was in committee yesterday. and actually i can support either candidate. i really enjoy -- i've met with both candidates and sue, and bill, and hing and john and sue. i spoke with mr. hing on the phone. i was impressed most of all with bill hing and john, and i can support either one of them. but when it came to committee yesterday, and i was sitting in committee on top of my interview with them, and i liked john's temperament i like

the work he's done. the community has been vocal about the use of force reforms that's winning their way through, seen through the police commission and other reform efforts that are being discussed and considered in the police commission and i feel at this moment when we're trying to transform the police department that energy from the community is going to be important and i think bill also has really strong relationships through his work with community groups as well. but in this moment, i really feel like the relationships that john has with the communities that are most directly impacted by the over use of force is something that's optimistic about are the ones that's most important in the process and that relationship to me is really important. that was the tipping point for me. i

support john, his temperament. i liked how he responded to questions and he seemed to be a real dynamic way of responding on the spot, and i believe that's from courtroom experience he has. that's the kind of temperament that's important as the police commission is grappling with important issues so i would like to have a chance to vote for mr. john. i don't think he's got the vote according to what i can see right now. so if just discussing, you know, that i was impressed with him is announced we can withdraw a motion, but i don't think the motion is going to pass from what i can discern. if that's the case, if i can support bill hing. >> i can support bill and i agree with colleagues that there's not anything about

whether one is worse than the other. it's the quality we want to see in a police commission that we want to put forward >> thank you supervisor avalos. since we haven't heard from breed. i'll turn to her. >> president breed. thank you everyone and to all the candidates who i know are in the audience today. thank you for your service and thank you for your interest in applying for this particular decision. you know, this was a hard decision for me, mostly because this is such an important seat. and initially i encouraged bob hersh, i have known him since i was a kid. i used to babysit his kid. he's an amazing person and incredible advocate and i thought he would be a great servant, public servant on the police commission, and would aggressively push for the reform that we so desperately

need with our department and time and time again, conversations held consistently came back to the fact that this seat was a seat that traditionally was held by someone who has -- someone who is of asian and in some specific cases chinese descent and out of respect for that, he withdrew his name. and it left me with a hard decision, mostly because i know julie sue for a long time and her work in the community and i have a lot of less suspect for her. i've heard incredible things about mr. hing and i didn't know mr. homasockey well, so i was rely ongoing the people who reached out to me, the information they provided, their presentations, the conversations, and at the end of the day, you know, i was

really surprised that i had a strong interests in supporting mr. homasockey and it had to do with more so what he was about and what he represented. i think about the fact that you know, as a member of the board of supervisors, i think about my life and how number one, i've lost a cousin who was killed by sfpd. number two, i personally witnessed sfpd beat my cousin and i've seen these incidents personally and experienced it. a lot of police brutality growing up in community and thinking it's normal and there was nothing that could be done about it. and as someone who is fortunate to serve as the board of supervisors, these decisions has consequence and they're so important and it's not to diminish the accomplishments of the other people, but the

people who reached out to me, who reached out to me specifically like rudy from united players and like sean with brothers against guns, those are the people that i actually grew up with and those in -- many of those folks have had challenges in this city and experienced the thing i'm talking about and mr. homasockey has represented those people. he has -- i believe it transformed his understanding when dealing with policy and shaping policy. it's one thing to you know, basically talk about it, see it, and ' em -- empathize it and another thing to experience it. i'm appreciative as a

defense attorney he has represented many of these people who are looking for the kinds of reform that need to happen because in many cases we know some of these folk are innocent. i know people now who are doing time for crimes that they didn't commit and i need someone who is balanced, who is fair and who understands that, not to suggest that someone else isn't that way, but i think he has an understanding that is similar to my experience that will bring a lot to the table. and it's why i've made a decision to support him and i will be supporting the motion today. i do also want to say that i appreciate a lot of what he had to say in committee. he talked about not being opposed to the police officers in our city who serve and protect our citizens everyday, but also wanting

accountability. that, to me, is fairness that is a balanced approach to what we have to deal with on the police commission. he also gave me really a lot of hope that he will be a strong commissioner. that he will challenge the department. he will challenge the poa without being an abstructionist. and i want to say that it's not that others have given me that impression. what he says comes across clear which is why i'm in strong support of mr. homasockey and i appreciate his application was turned in on time. he started his advocate early and he's been at the table and he wants this for all the right reasons. and that is so important to me

because again, the decisions that get made on this commission are so important to communities that especially i and supervisor cohen and supervisor avalos and we all represent challenges in our communities whether it's our immigration issues and all of these things, we understand that there is a diversity of decisions that need to be made in this department so people feel strongly, that the leaders of this department are truly serving and protecting everyone. and so i think that it is important to make a good decision, and this is a good decision. supporting mr. homasockey would be a good decision for this board of supervisors and i wanted to

mention that i do have a tremendous amount of respect for the other two candidates and i think two things that give me pause about mr. hing and i guess hing is your last name, i'm sorry if i'm butchering your name, was the conversation we -- first of all, actually three things. turn nothing the application late and also expressing that he will hopefully get the poa to buy in and he clarified that, and it made me concerned because i really want a fighter and someone who is going to do whatever is necessary to deal with this particular organization who has been an abinstruction as to what we have been trying to do with reforms in this department, and the other conversation around tasers and the other expressed

interest in seeing the possibility of tasers, you know, again, you know, that surprised me and i guess that would be in the context of having a larger conversation, but you know, i was a little concerned and maybe i'll say two things, maybe those kinds of conversations need to be had a little bit more in terms of discussing those particular matter and how we can address those particular issues, but today, i would like to support this motion and i'm really torn on supporting bill hing. mostly because of those particular issues. and would have liked an opportunity to really -- because we passed this out as a committee report, time was limited and we didn't have an opportunity to really

sit down and have a detailed conversation so i'm rely ongoing the information, and the presentation at rule's committee. it's a difficult decision even if this motion fails, it would be a difficult decision for me to agree without having a further conversation and so at this point, i guess what i would ask my colleagues to consider, number one, if this motion fails, we consider continuing this item and having the discussion at a later date to give members of this body an opportunity to have these conversations because one of the other issues that occurred was the video link was not up last night and didn't go up for rule's committee until this morning. this is not a decision that we should rush into because we really need to

make sure that we get it right. and i'm not suggesting that this one appointment is going to change everything on the police commission. the challenges of the department were not created overnight, and the solutions will not be overnight and i do want to appreciate supervisor cohen especially for her leadership in bringing so many of these issues to the ballot and being an advocate and being consistent and being a real force around these particular issues of reforms in our department. but we have a lot of work to do, and i want someone that i know will be a fighter, will bring creative ideas to the table, will push to make sure that these things aren't necessarily just discussed in theory, but they're implemented, and doing so in a balanced way and so i will be supporting the motion and i want to say thank

everyone for hearing me out and understanding that again, it's not about being critical or diminishing anyone's work, but if there is a need to do something different and supporting mr. homasockey would be doing something different and needed for this department. >> supervisor yee and we'll go to supervisor cohen and supervisor mar. >> thank you. this discussion has been really interesting. it reminds me why after 2 years of being a chair of the rule's committee i left it. these tough decisions, it was always -- we always had situations where we had more qualified candidates than slots and this is no different. i believe that the three remaining

candidates are qualified and they have strengths -- they have different types of strengths, but i'm -- i will not be supporting the motion because i believe professor hing is really the type of person i want to be on the commission. i've seen him as a fighter throughout his decades of services to the community and i've seen his connection with the community. most of the times, afar because the issues he dealt with not issues that i dealt with, but just being working in the community for all my life, basically. i've seen him as a conrad to not only to the asian-american community, but i've seen him reach across the aisle to a lot of other communities so this is what i have seen and in

accommodations in our restroom and you may think why we need to change legislation. i believe by doing this i'm trying to take steps to address a gender stereotype when it comes to childcare. if you notice and look around, most of these changing station was located in the women's restrooms. we expect that women are to change diapers. we're modeling off a legislation passed by president obama by federal buildings and require that city buildings would need to install changing accommodations in both female, male and all gender restrooms. when it comes to public places of accommodation, if you are a new building or going through a significant renovation of $50,000 or more, you'll be required to have the accommodations in all three types of restrooms and if you're an existing building, then we are asking that if you already provide a changing station in the women's restroom

you do the same in the men's or an all gender restroom. those are the three different situations. and again, this legislation is really more than about providing a sanitary and convenient place for people to change diapers. it's really about breaking through gender stereotypes around childcare. the second is an amendment to our health code. we're prohibiting pet stores from selling dogs or cats not obtained from animal rescue or shelters and prohibiting the sale of kittens under 8 weeks old. this is model -- we currently do not have pet stores that sell dogs or cats from breeders. but we hope to continue this and encourage people to adopt animals from

years her senior. she attended gene parker elementary school and went to hoover junior high at the time it was called before going to uc berkeley where she received her bu. she attended san francisco state university where she received a master degree in social work and an nba from golden gate university. i believe -- i'm trying -- i have known her for so long and i'm trying to remember where i first met her and i think it was actually -- she was the first director for children services in 1976. so we cross paths right there. anita, her career extends to many different things but she focused on her career on how to help those who were either in

need or in less fortunate circumstances. she spent many years in various public health positions all around the bay area, spanning social marketing, advocacy, policy, planning, and health and human services and administration before entering -- before retiring in 2015 from the san francisco department of public health due to impaired vision. she is perhaps best remembered by her large network of friends, mentees and she tried to make the lives of others better than it is. one of anita well known contribution as soup his veer tang mentioned in the community in the nonprofit world is serve ing on the board of directors -- which focused on the investment of

young and mature women in both professional and personal lives and leadership development. in addition, anita generously used her fundraising skills and network to contribute to events held by the san francisco department of public health, komochi and last but not least self help for the elderly. anita was known for her love and dedication to her parent and devoted 25 years to caring for them in their home. most recently, the joys of her life and the recipients of her generosity are her older brothers, and four grand children, bruce, jordan, iana and blake. i like to let everyone to take a moment of silence to acknowledge anita fong and her life of tireless and compassionate service to the betterment of others. the

well after the agenda was written. and that is after the ghost ship fire and tragedy which i think many of us are still shaken up reeling. there have been a lot of fire marshals that have been over zealous in addressing warehouse space and artist space and work space and that's happening in san francisco as well. and already, the city through the department of building inspection and the entertainment commission and the fire department, and the work force development and the art's commission have been coming together to address how we can move forward on making sure that warehouse space is safe, and also that we're protecting tenants so we want to actually dip -- prevent displacement as much as possible, but we want to make

sure these types of tragic events don't happen and so we want to -- the resolution is really calling upon the city to do just that and if i could read the main parts of the resolution. i won't have to read it in the future. so the resolve cause is the board of supervisors the city of county of san francisco finds that unauthorized work spaces and venues that operates safely are -- and be further resolves that the board of supervisors is committed to protecting these venues whenever they can be legalized. helping property owners make them safe and secure and protecting tenants from displacement and be a further resolve that the board of supervisors encourage dbi to -- nonprofit organizations that

semi-finalist for the comfort women memorial design competition sponsored by our coalition. it's a memorial again that will be installed at the st. mary's square extension. it's a park in san francisco boundaries are california street and pine street at kerny above the st. mary's garage, but the building of the memorial is in 2017. a total of 36 designs were received from artist all over the world representing 8 countries and these three semi-finalist was not an easy decision, but the three are the finalist. the designs and i believe if we could have the over head, and thanks so much to angelina for work with the coalition, the designs include three different pieces and our project manager joseline with

the additional time. i want to make sure our legislation was ready. today, supervisor peskin and i are introducing the much anticipated followup legislation to proposition c which passed 69% of voters this past june. proposition c sets affordable housing requirements at 25%. 15% dedicated for low income residents at 55% of average medium income and below as hand been the developer's obligation before the housing trust fund. an additional 10% for middle income housing. there are a couple of reasons why we put forward this requirement. one being that we know that we are really not meeting the needs of middle class households here in san francisco, but we need to continue to build working class and low income housing as well.

we -- in this ordinance that we're introducing today, we are setting and affirming the desires of voters that private develop ares deliver 25% affordable housing. again, 15% for low income residents examine 10% for middle income housing. our original legislation did generously grandfather approximately 100 project in the pipeline to not burden existing developments that have started their approval's process. we're setting our site in the future to make permanent the intent of the voter and to begin the discussions of updating our city's affordable housing requirements. in this draft which we're introducing today, we provide direction to the city to set feed level to the most profitable development in the most profitable neighborhoods have to pay the highest fees. we look forward to working with city staff developers and neighborhood residents on this pause. and we want to emphasize we know

examples of some of the situations i haven occurred as a small business and i like to share them with you here tonight. red dipper is an african american known alternative energy company. we basically focus on black and brown communities and going out and educating them on what they can do to reduce their carbon foot print and we provide solar installation training and stow armor street lighting programs through nonprofit organizations such as mentoring with the aim of reducing recidivism. we have done it to low level inmates coming back into the community. some of the things i have been here to hear and listen to the challenges that are going on in the community are direct relationship to us

not having jobs and contracts, and the big focus is right now, is that red dipper needs to have the jobs and contracts coming out and we don't need the rules and regulations in place to impact us from hiring our own population which are a black and brown populations. i think the asian community does a good job of doing that. >> thank you, sir. thank you for your comment. next speaker, please. >> madam president, supervisors, my name is duffy and i'm a forklift driver. i like the straight forward question about how they felt about tasers. of course you know, we have asked lee -- whether it was going to stay for 1 year, he said sure. at least you asked the question

and he answered. do you believe in growth? you know, i don't think this board actually has been performing sufficiently. as a forklift driver, i'm allowed to be [inaudible]. however, the vote on those candidate for the police commission, it didn't break a lot permanent [inaudible] line and i think that that going forward is kind of a pause if we have a little more of that where things are not permanently in one way or another, but they spread around and we get different opinions. i think that is a sign of growth. that's growth. i know we're losing a couple of our members and ones that i personally have valued greatly. i want to thank you for them. i know -- there was an nyu study a few years ago of elected officials and they discovered if a decision moating -- 80% of it was based on how the vote would affect

legislation was closing in on the loophole of the healthcare ordinance and ensuring that we had a strong, universal healthcare program here provided both by the city and by our private employers as well. so, i want to thank you for our service. i had an opportunity to work with you previous to that when you started with the general counsel to the school district and i remember being so sad when you left because i thought you did a tremendous job but you got to continue to do that work here on the eight years on the board here supervisor as and i look forward to the next step in you serving our community. supervisor mar, we have actually known each other for a long time through the asian community. and i really got to know you and set my hat down on that community board and even though i've been a supervisor for years i was very naïve about the political process. so i met with him in

richmond and eric pulls out a map of san francisco and who had power and strength in organizing and i thought wow, i really hadn't done my homework for this meeting and i know you really did your homework for initiatives with the board of education and the board of supervisors and i have to say that i was really skeptical when you first introduce the happy meal legislation and after you did that the city started to follow you and it became an important issue across the country that we take health and food justice across the country and that we should really take better care of ourselves and that we should also hold private entities

responsible and accountable to that as well. and so, i want to thank you for your work. i represent a district that has the highest concentrations of liquor and tobacco licenses and also represent a neighborhood that is a food desert without a multipurpose grocery store and you have really taken on that issue. and, i just want to thank you for that and i really hope i will be able to continue some of that work particularly representing the tenderloin and i think that work is so important and i think it was overlooked and i appreciate your leadership on that and i also look forward to your continued work and maybe i will be able to attend a lecture at san francisco state in the future. supervisor avalos, we met in supervisor daily's office that some people know as the

[inaudible] organization. it is amazing to know about the meetings that we stab. in living rooms, and cafés. we started our own study group that--and and dave and rachal and i also remember sitting on your living room a lot for teachers for social justice meetings and i have always appreciated your deep passion for serving our communities. and, i love that you always speak truthfully at our board meetings. i think it is so hard for so many of us to speak with so much honesty but also humor at the same time. really deflecting a lot attention that can be raised by speaking so forcefully for our communities. and, i just want to say that i think that your representation

and vocal by the way, vocal statements on behalf of your neighborhoods are important because i do think we often overlook the southeast sector of san francisco and i just think you have been a leading advocate for bringing more infrastructure and support for small businesses and open space as a supervisor and i want to thank you for that because we think a lot about policies and legislation on the board of supervisors but if you're not fighting for equity for neighborhood services and constituent services, we're really not doing her job. so thank you for balancing both here on the board of supervisors and showing up for those meetings. i am still in denial that the three of you are leaving. and actually, you are not for a couple of weeks but we will actually get to enjoy your company. and i just have to say that it is very

hardly on the budget committee >>i've been doing it for years. >>i just want to thank you for the work that you did. hard decisions, tough decisions but ultimately we were able to work together and i think really made a budget process that i think this relationship is the key to really the last four years from my perspective. and so, i want to thank you for that. i think you did an amazing job advocating for what you believe in. also working together with prop b and you really thought for it just as jean said and i really want to thank you for the job that you've done. david, we've had a great friendship and relationship over the past six years. i know that many people questioned it over the years. but, what i really have valued in large part is that we have found ways to work together and took truly collaborate together

on 80% of the issues. that to me, speaks to hopefully what this board and boards long after we are all gone will be able to do together and that is to find common ground. and we were able to do that. to me, i remember c pmc particular. if you remember those holiday hours with supervisor chu. and that i remember one time there was a fight over economics with that deal. and i remember that supervisor compos and i aand supervisor chu, they stuck us in a conference room and they didn't realize they had put us in the gold mind of a room because we turned around and there were boxes of the financials. everyone laughed. it would've been funny to but we never did. it would've been

right by the city for it worked on. david, i really appreciate our friendship and working relationship and i know it will continue. and eric, it was mentioned before i remember coming into office there was this happy meal guy next door to me in district one. it has been amazing working together. i think supervisor peskin mentioned it, i never had to open up the local newspaper in your district because every week i heard was going on during your district during [roll call vote]. we partnered together in the last year two on some bills together and things that we both care about issues and you believe so much and what you have done has made a huge difference of last

supervisor avalos is really, really interesting. he is the most difficult person for me to come to connect with and understand but, what is interesting is that we are not scripted but some of my best remarks and moments have actually come on issues that he has carried in champion to remember that time i was on the [inaudible] that was a setup from supervisor avalos. it was your remarks that got me all worked up and the next thing you know, thank you, i was on the national scene. i have to thank you for that. but you know, when you think about it, the issues that really gets you and it was like laying dormant in me after hours and hours and hours a public comment that you internalize and then you are like, blah, and you explode!

so, thank you. not many people can move me in such a way and a recently we have had some pretty explosive arguments and disagreements but we are adults and we could still come back to the table and get back to work. i want to recognize all of your staff members. because, you guys are not really as good as you think you are without your staff. it is your staff men and women that really, really make you guys look and sound smart. they do the due diligence, they do the homework, they do the talking points. they probably give you the talking points when you need that comfort with that uphill battle because you need that encouragement, right? they are talented people and if there not here today some of them are at home but the

talented people because we are protecting immigrants in education and women's issues and reproductive rights issues and issues that plague poor people. there is enough work at the table for all of us to get our fill of a lifetime. and, i was just really touched us a little my lot running around the chambers like she owns the place. i was like really, she was probably born in the halls of city hall's. and i think it is very exciting to see with the next generation her mother being sworn in. and also the staff members who have delivered children to this board. again april, we are changing policy so thank you guys for allowing us to change the bathroom. campos won't publicly admit it but he wasn't

incredible to make this job possible. i'm talking about staff who aren't hair like racquel redone the who is my best friend she is in the philippines right now. she does not get reception so she's often one right now intermittently watching but more than anyone, my staff was the ones who really gave me and i have been friends with her for a really long time the courage to be here today i feel really confident being in the room with everyone who went to harvard or whatever. >>[laughing] >>i have my own stuff to deal with but they have really been a tremendous boost for me. and then, you know, francis shea along with racquel have been

there from the beginning and just a really great friend in a really wonderful person to always be available to make the office run and to be there to support you in emergencies and to just make this place feel like homehough it doesn't always feel that way. but,the communication toward the end it was just amazing to keep up with all of the stuff that we wanted to do and, you have two kids and to be a very give all of yourself to them and all the great work that you did through the city as well as been an honor and privilege to work with you. thank you for all the support you've given me over the years. the next person that came into my office was jeremy pollock. and jeremy of course he and i were both legislative aides at the time at the board of supervisors i was always impressive with his

work with the best off voters in his artistic work and jeremy is the person that is not always saying things all the time but get a microphone in front of him on the radio he is amazing. and so jeremy was the one that brought a lot of really great tenant rights work that i'm really grateful for and i think we really moved the city and a great way because that work. we also, you know, had a big issue around unpermitted in law units in my districts and we would try to move legislation on that. we weren't able to do that with david chu but our work really work with dvi and we were able to enforce like crazy these

unpopulated units and our population grew by 5000 people in a very short period of time and part of that protection was what jeremy had done. a course jeremy and spear and all the work that we did on climate and i learned so much from him and he was able to tap into a lot of really great ideas and things that were done around the country and divestment and work on bicycling was a great part of that effort and the bike coalition board and it has been such an honor to work with you and i really thank you for helping to prop me up and be patient with me on all the great work and my life is so much better because of that and i feel like i got to another high level. intercourse, rubenstein who has been

tremendous to come into my office and she's done a lot of really great community development work in the district. we started in 2009 trying to reinvigorate community development work in san francisco. district 11 really became a model and experiment and a model and lot of people did a lot of hard work on district 11 and it is really amazing. we have new housing and do open space and a new credit union opening in the district and beth, has really been the glue it to make that happen. and now tomorrow, we have the hearing of the activation of two buildings that have been dormant for a long time creating blight and we have a pathway to do something about that and i am just so impressed with all three of you. thank you for

making this work possible. often times i come in and i'm taking care kids often times as a single datum during that and i don't have time to delve into that and in provision i have to improvise in this job and you have given me that ability so thank you. i want to thank add her being a great clerk of the board you have been a wonderful person to work with. you have. for lack of a better word, gravitons is not the right word , class is what i should say. you have such a great demeanor and poise and you are able to

were even for it. it's the famous quote first they ignore you then they laugh at you then they fight you, and then you win. and, you want on that. and so, the hearing the you just did recently where you shared where we're putting water throughout the city, that was super impressive and years in the making and that is the work that we do here at the board of supervisors's work that takes years to happen. and so, congratulations on your great service. it's really been a great pleasure to work with you and really a great pleasure to know you and to know that when you go through these things with a person how you have such equanimity to do your job. and so, thank you for being my colleague and my friend. david campos it has been a real honor to work with you i

just really admire how you and your staff have been able to deal with just things that you have no control over. runaway development happening in your district and how do you contend with that and we don't have the resources to fight it and yet we fight the battle every day to try and make sure that the ones that we can pull out of disaster can be pulled out of disaster knowing that others are going to be supported. that is a really challenging place to be and i think that people can say that you can get angry i understand how you can get angry at fighting against the tide that impossible to fight against i think you and your staff have done tremendous

work and i just think of 1 million great policy ideas you've worked on but i think one of the most important things that you drove with the institutional master plan work was all change with cpm see. we were able to keep st. luke's hospital here and buildings that were much more workable for the community and also have cathedral hill that is going to be much better than was originally planned. you had a whole institution going in the other direction trying to rubberstamp which would've been really harmful for san franciscans and really good for cpm c and your work to care that. i think that is pride the biggest thing that you led the effort on and i want to congratulate you on that effort. and colleagues, i have tried

really hard to be a team player and to get along with everyone as much as i can and i do have my scrubs every now and then but i have, you know, it's been really great working at the board and dave bailey taught me this. you can do the most stupid thing and you can always come back and remake yourself. and so, i don't think i actually did anything that was really egregious and i love chris and [inaudible] and i think in the relationships over the years there would be conflicts that would happen. and i was thought there is more work that needs to be done and we have to make this place work and we have to work together and i really appreciate all of the ways that people would drop any anchor that happened with previous conflicts to be able to drop that moving forward for our districts in each and every one of you.

there is one other thing that i want to say before i ended tonight and i can't believe i just lost my train of thought to be able to do that. overall colleagues, this is been the greatest job that i've had my life so far. i want to make sure that i'm going to enjoy whatever i do next. but i've actually-- i have actually contemplated this being at the board of supervisors for about 20 years and i didn't think about when i got to the city in 1989 or1986 i had an internship at coleman advocates and i was asked to do [inaudible] and i always thought it was something that i

would do but not work assiduously for but with the runoff against willie brown that inspired me and at the district elections they elected aaron peskin that made it even more possible and then i saw what was coming my way and who was going to be in the district if i didn't jump in and i said okay, i'm going to jump in. it has been a tremendous experience the night before the election i knew my life would never be the same again and it hasn't and i look forward to my life never being the same again from this point on thank you colleagues, this has been quite a run and i look forward to all the times that we did things together in a different way. >>[applause]

had more time to reconnect. i say i am liberated and i'm going to heal. i'm not joking because the fringe and what is sitting here next to you, i'm going to cut to the chase by saying i have been very blessed to work with great people and i am just going to say cassandra castillo coming from jake's office and i am so lucky that i followed jake baldric and his wisdom and his sense of humor and his long, long words and inability to shut up often but i just love the guy and i was having breakfast with him all of the time and i am hoping to continue that is our friendship and i'm so lucky that our grassroots movement exceeded $1 million in the campaign is coming into district one. we are so lucky to have a tradition of progressive,

movements that push forward our movement here at city hall. [inaudible] was amazing to work with she is now with the labor enforcement office but amazing connection with the progressive workers alliance and the chinese progressive association. joseph smoot who was also in my office only for short time and also in supervisor campos's office was so well-rounded. as he is in our district in the housing rights committee i am so happy to work with him as a neighbor and a close friend. [inaudible] has really been a leader in prozac and commissioner melgar, i've learned so much from them. i think peter lauder born has done so much for the richmond district and taught me so much about myself from what i want to be to just his friendship but

his transportation, his knowledge, his youth empowerment, there are so many levels that peter has given to the city. i know he continues to do that in many ways. victor lem has taught me so much about not only the chinese communities but also about being strong with your heritage and that it is not just within our national boundaries but it is a global thing and his hard work with challenging chinese community issues i want to thank him as well. i work closely with scott blood he's a new dad and i'm so happy for him and also racquel redone the who was in my office as well and now works closely with the filipino community center and also angelo you who has worked

with the cdc and i got to work with her first trip time and she was a tremendous ruler. [inaudible] media and communications strategist i know she will continue to do great work but not only with people power and media but in our richmond district as well. i think nick avalos those that i worked with for many years and i often think of eric cassatt up beside me and i always think could i do what eric aspired to and i also picture of eileen hampton and i always aspired to do as much she did not that long ago. and i'm just so

hillary ronan [inaudible] lynette haynes, most of them were women and if you ask each one of them the workload that each carried, i mean, it's just incredible how much work they did and, we had at times it felt like we had our hands on everything and so many balls in the air and you guys just made it look so easy. and, you made me look, you know good every step of the way and one of the things that i learned and actually from [inaudible] reading and i don't necessarily agree with and that is the best thing to do is surround yourself around people that are smarter than you and that is what i tried to do. and, i am the luckiest guy in the world.

and of course the vindication of having hillary ronan come in and take over and, i am very proud, by the way, for those of us in this building who were leaving, we made a point of making sure that the person that would replace us that that person was a woman and i am very proud of that. we worked very hard to make that happen and we need more women in elected office and i think it is exciting to see the future. i would simply and with this. to district 9 to the fee fund san francisco and to what super avalos said, this has been the greatest most amazing job that i had and has a kid from guatemala this formerly undocumented gay kid, what a great thing to be considered part of the senate of the city and county of san francisco, it is a testament to just how great this country is and how

i am hopeful that our local communities will also come together next year to develop a companion local transportation funding measure that can integrate closely with the regional measure in 2018. to fund our local contributions to bart caltrain and high speed rail, as well as to fund critical local investments in infrastructure repair and main nens, and safety, and paving and transit and neighborhood, traffic management city wide. before we turn these efforts over to the 2017, transportation authority board, however, we have one more piece of business to finish in the 2016 term. thank you colleagues for being so flexible in scheduling our special meeting on january fifth to consider environmental and planning approvals for the geary corridor. bus rapid transit project. this prop k, signature project has been ten years in the making. and it has been coordinated with

the van ness project which has just gone into construction, i am really glad that these milestones to be over seen by this transportation authority body, which has reviewed and supported this comprehensive out reach and technical work on both projects as envisioned in our county wide, transportation plan, van ness and geary brt will fill the major gaps in our city's regional transit network, both projects upgrade, several miles of vision zero high injury networks, and are anticipated to leverage the significant, state and federal funds, in closing i would like to thank each of the commissioners for your camaraderie, leadership and collaboration on this body during 2016. and indeed over the past 8 years. it has been a pleasure serving with all of you. on the three committees especially our plans and programs committee, the finance committee and our vision zero

>> thank you, i'm the executive director of the library users speaking individually, although the library users all over the city use all of the public transit. the wonderfulness of the van ness and geary gus bus rapid transit has been mentioned by the acting director. and i wanted to make a few comments on those. i first got seriously interested in what mta was doing when it turned out that their so-called, 7th and 8th street, safety project was intending to bypass the library, the theater and the asian art museum stops. but in doing further research on that, it seemed to me that the mta was particularly lacking in

hard evidence in their studies of what kinds of accidents and safety record they had on the existing routes. and most particularly with regard to what the potential problems would be from having people walk extra distances and cross extra streets to deal with reduced bus stops and reroutings as well as the question of converting curb bus stops to island stops. and i think that is something that i am not familiar with this on these two projects but i imagine that if the research was as poor and as limited as it was in the one that i looked at, it wasn't good at all. and i'm very concerned in general with curb bus stops changing into island bus stops. and with the removal of bus stops which really hurts people who with mobility problems. i hope also that vision zero

removal of bus stops has not improved my ability to get around. going ahead and going this on faith, which is what these projects really have been based on and not the study is a great disservice to the city. and since geary has not ad vansz r vanced to delay the approval on the ier and to have them wait on that and give the public more time to read that report. 17 days during the holiday season not sufficient. van ness tree cutting will begin tomorrow, and the trees will come down and the lanes will be shut off. and disables and elderly will be inconvenienced to say the least.

my letter focus on you need to read more than 1,000 pages of the final eir to demonstrate that you have made an individual judgment. and are not acting based upon what you have simply been told by the transportation authority. executives and planners. and frankly nobody is going to believe that you are going to interrupt your holiday to read the 1,000 pages of the final ier. instead the voters in the richmond will see that even though they voted 80 percent in favor of the two leading candidates that had doubts about the recommended hybrid alternative, you agreed to hurry up this hearing at january 5th. furer is going to be sworn in five days later but will be excluded from questioning a recommendation which she agreed with. the transportation agency lack of process to challenge ideas of

adjusting and the last time that grandpa wore it out he got the feedback from the people in the neighborhood that the pants didn't really fit. well, now he is at the taylor again and ready to recraft the product a little bit and now the people are telling the tailor to rush the project. i think that if we take the time and study it closure and tune it up, then we can do the justice at that ten years that the project has been on the drawing board and get a useable product for the neighborhood and at the same time, avoid pitfalls where four or five years down the road, we are coming back and not saying good things about this project and having to dig in and spend more money and spend more tax for energy and resources, thank you. >> thank you, mr. hertz., any other public comment? >> my name is cory and i am a small business owner at the shell gas station at the corner of cook, and i think that the board of supervisors should come

office this is an information item. >> and we have tang, the executive director. >> my report is on your desk and i will begin by reporting at the federal level that the president-elect has announced chow has his intended nominee for secretary of transportation, as you may know, chow served as as the secretary under the president, george hw bush, and labor secretary under george w bush, and so she has the experience running federal agencies, certainly, that experience will be serve her well. we are also mindful of some of her track record in adjudicating some of those responsibilities so we will stay ever vigilant on her proposals and leadership with respect to transportation. we are encouraged that she and the president-elect have indicated an interest in promoting infrastructure spending and investment and they acknowledge the difficulty of finding additional funding

detailed the potential tax breaks and the other types of public, private partnership and private investment as one potential way to finance, the infrastructure and as we know, that is not a substitute for funding and so the details at this point, remain scant and we will stay, of course, on top of this through the coming year as the trags takes shape, and i will note that the senate majority leader has expressed skepticism, particularly as one of the 100 day initiatives and it sounds like he also, remains very interested in hearing what the administration is proposing as far as funding sources. in the meantime, at the stalevee remain encouraged that the new senate bills, won in the assembly and the senate side is the number of the bill is number one, by the chair phrafraiser a bell, and these two bells were

introduced already. and as you will recall from last month, my report the governor and the legislature failed to pass a transportation state funding bill. and in the 2016 session. but we do already see the introduction of these two bills in the early part of the 2017 session. and so, they are about a 6 billion dollar, level of investment and they are very similar, as in addition to the additional 700 million dollar, one time funding source from repaid truck wait fee loans, and so we are hopeful, that this time, that we will find a path forward, and for infrastructure and there is a fiscal cliff at the state level where the previous funding programs have reached their end and in fact we delivered one of the major projects funded by the state program. and so that whole program is at the end, and the state of california, really needs to come together to figure out how we are going to maintain our existing system as well as repair and enhance the over all

transportation system. currently, the funding sources in both proposals on the state and senate side, include, revenue frz the gas tax, and the diesel fuel, and taxes and the higher vehicle, registration fees and opening up some of the unallocated tap and trade funds. so please stay tuned, we also are tracking some legislation where there is a potential constitutional amendment being proposed to allow the jurisdictions to approve the sale taxes with a lower, voter flesh hold at 55 percent, this is not a new initiative and it comes up every so often and so we will see if that actually moves ahead as well. so we will track both of those while also, of course, working as the chair mentioned our own potential local, path forward with new revenues at the local level and the regional level.

pedestrian safety and transit rely ability and transit improvements and we are reaching out through the offices and we welcome your thoughts and ideas as well as we are happy to follow up on any out reach to get the word out about the january 17th, deadline for this funding opportunity. and we will present recommendations to the board for approval in march. turning to pedestrian safety, and vision zero, i just wanted to congratulate fmta to complete the two year effort to use the sales tax and funds to install, the quick and effective improvements along the corridor throughout the city. these were identified through the walk first investment strategy and multi agency, and programs that was identified two years ago. and using performance based and data driven analysis to prioritize infrastructure investments and other counter measures to improve safety. the vision zero task force as a reminder will be meeting at this

chamber on thursday, december 15th in just a couple of days at 2 p.m. from 2:00 to 3:30, and the topics that we will be presented include the two year, action strategy up date for 2017 and 18. and as well as an up date on the 57, vision zero projects that we are tracking together with the various agencies sfmta and public works and others, as well as the status up date on the ch

a friend conveyed in a letter that i think that you have received, according to score cards, traffic fatalities, the recent city statistics indicate a record 38 traffic fatalities for the fiscal year, ending in 2016, compared to 28 in 2015, and 34 in 2014. so, the question really still has to be asked, whether this program and everything it entails, all of the construction, is reducing injuries by reducing vehicles flow speeds, does that make people really want to drive faster? you know? when you are in a slow line of cars and you got to make that next light? is it reasonable, don't we need to increase speed of many flows

the project was modified in order to respond to public comment that we heard during the draft. this was related to vision zero and safety improvements, related to keeping the webster bridge up and one other area and it is escaping me, however, these three changes to the project, which respond to community requests and input, caused some additional need for documentation and review by the federal agency. they also would like a little bit more time and discussion with the shipo state, historic pre preservation, and they don't expect any issues and we have already, discussed some of those analysis areas. so as a matter of practicality, they felt like there was no reason why this board should not go ahead and take our local action as has always been the case, previously, and then the federal government could take

its action and they have no objection and they have indicated as much to ourselves and sfmta and our attorneys have reviewed this process that allows this board to take that local action as has been done in the past before the feds take their approval action, and in doing so, the idea is that we are ready at the local level and it is really just been for administrative reasons that we have been continuing to be delayed and wait again, to meet the federal partners, wishes in terms of how we document the content, nothing in the content is going to change between the two documents, and we feel like this board is very well qualified and ready to take the local action. >> so, thank you. >> so, i see no comments from commissioners, so let's end the public comment. or we already did, and colleagues, if you have no objections i would like to move item 13 out of order, to

engate, on behalf of san francisco and these and many, many areas in your regular duties as a supervisor you have been a leader on transportation for san francisco, and during your tenure, we amoved the van ness, brt project, similar to the stage that we are out for geary and you see the fruits of that labor, happening outside, on van ness, avenue and we signed and we received our full funding grant agreement for central subway during your tenure, and you were able to over see so many of these local and regional projects and city wide projects in those two years and including the planned areas and sustain able strategies at the region and each of these efforts involved a complex set of transportation policy, but also, affordable housing and sustainability, and equitable policies as well and you were a fierce leader in the region for each of these areas and we are grateful to you for that. and during this time, in particular, the equity agenda,

it came to the floor, through the discussion of the free, muni for youth, program which you championed and you were able to secure, the regional funding from the mtc in order to compliment our local, funding at the mta and you can see those benefits being utilized by about 50,000 or more youth, and even more seniors and disabled throughout the city. and you always encouraged us and in fact, demanded that we do thorough out reach, public engagement, and to all members of the community, and the cultural competent way. and multi lingual access and strong out reach, on the ground out reach, to communities. and you insured that we had strong oversight throughout our operations. and in terms of our own actions and agencies as well as those that we were funding, you insisted on the highest levels of integrity and transparency and accountability and so thank you very much for all of that

leadership and locally in your district, we can already see the benefits of your leadership as well. and we have got the folsom and barlet, and mission, and san jose, and the off-ramp has been dieted for example, alamena and certainly, shared accomplishments across the districts but through your leadership and all of these traffic have been calmed and they have been made more news, and walking and transit and the emphasis on home zones and school zones and the list does go on. so for all of those accomplishments and contributions we thank you. we thank you very much. and wish you the best. commissioner avalos you served this body in multiple ways.

and you served as chair, and of course that stands out for me as that was the leadership year for and you are cheering the organization and the decision making through that process, and i'm very grateful for your confidence and your willingness to support and the body and this agency, and helping us to maintain the stability to be effective through that period. and it is a pleasure and an honor and i will be grateful for that. and you have over seen the culmination of the county wide, transportation, called the san francisco transportation plan which was adopted at the end of that year, and at the end of 2013, in particular, you pushed us to do an equity analysis, and

equity analysis that was deeper and more thorough than we had done in the past and this allowed us to examine the performance from all angles from the lens and making sure that the communities were not being impacted disproportionately, and benefiting in proportion to the non-communities of concern. and that led, of course, to a few findings, we found that traffic safety and pedestrian safety had an income disparity, and we found that neighborhood planning and project pipelines were or had a disparity across the city and that we did not have very even planning studies and project pipelines and which, then led to the ration of the neighborhood, transportation improvement program, a popular project and a program that all of the supervisors here are able to then, provide their input in to prioritizing planning and studies as well as capitol projects in their districts. to make sure that we are getting

some dedicated focused attention to every neighborhood across the city. we thank you for your work on equity, which also then will turn into the mta, and muni and the analysis, and as well as policies that are adopted at sfmta. you served as well at the air district and through the ftca funding and we were able to coordinate with you there, and you were a leader on bicycling and bike sharing. and so, that was back when we were not sure how we are going to expand bike share in the city and the region and you asked us to do a fundamental foundation alan sis there and now we do have the bike share throughout the region. you led on infrastructure, improvements and regional coordination at balboa, park, and the bart station which is an

area of deep need, but we also saw some pretty major progress, and we saw the west side opening and we saw m east side access and the improvements and you got your, real time muni which you were absolutely, you know, not going to give up until you saw the real time muni, information and signage on those lines, and ocean avenue is getting better, gene va street scraping is hospitaling and affordable housing is going to go in in the upper yard, and so here you have the development and you have a comprehensive set of strategies and a community advisory committee that you appointed through the board of supervisors to over see this balboa, park station area. but it was not just the park, throughout the district eleven, and we saw the improvement on mission and gene va and the triangle. and we are continuing to work on. and finally, thank you for your

leadership on these policy initiatives such as transportation and demand management and these are things that the people don't necessarily it is not a retail topic, but it really is the intersection of transportation and land use policy, and it is a way for us to manage our growth and to grow responsibly in a smart way thank you to you and your colleagues on the land use committee for reviewing that progress. i hope that i have not missed anything, but thank you so much chair avalos. >> and chair mar. this now, allows me to finish strong with your thanks to you and your appreciation for your leadership. you have served as our chair of finance, and three years 11, 12, 16, as well as plans and programs for two years, you have seen every aspect of our operation, you have worked with all of our staff and we love working with all three of you and your staff. you have given us the time and your energy and your guidance and wisdom when it came to

his work as board president in the past, that he will have a real strong focus throughout the city, no the just his own district and he will be able to understand the huge needs that we have in under served neighborhoods that require a greater investment of transportation and infrastructure. and so i'm really pleased to be able to support his nomination. or to nominate him. aaron peskin also has had a huge role in providing good, strong, fiscal oversight over the transportation authority in the past. as plans and programs chair. and he was able to put in place project financing, and plans and actually enabled a lot of projects afterward to be able to be completed on time and on budget. which is a significant thing that i think is set a real strong trend for the transportation authority since that time. that was about ten years ago. so i really feel that he has got a lot of the qualities that will

anyway, first off, it's my pleasure to be with the chief and with our department of public health director to welcome you into the finest police department in the country and i know that because that is what you have chosen to do and i'm very gratified i could be here in front of you as you ago through this invaluable academy and training. really two points i want to raise. one is to thank you for making that choice. you can join any other department in the whole bay area, but you have chosen our city and i'm grateful for that. second is that today i especially appear before you to make sure that you understand what we are trying to do as an entire city with our police department. we're undergoing one of the biggest reform efforts in the history of this department, and our chief is leading that, and one of the reasons today is that you will

undoubtedly be involved in many of our confrontations that other police officers do probably on a daily basis. and the trend has been that there are more people that are victims of alcohol and drug abuse, and will exhibit in many occasions a danger to themselves or others and you will definitely be called upon to intervene in those situations. one of the principles of our police reform that is going on today, one that i greatly value is the principle of the sanctity of life. you probably already have been receiving training on that. but you also will be trained in the practice called

"receiving time and distance." that is when you are called upon, i think we'll ask you to do your best to create that time and distance for the purpose of preserving life. in that, i want you to know that the rest of the city is not simply asking you to carry the entire burden of that. ; that we're going to be partners with you the best that we can and one of those strong partnerships that i am and this administration is funding with the full cooperation of the police commission, your chief , all the management staff is to say that when you are asked to intervene and if you can create that time and distance with everybody's safety in mind, we'll then have mental health and public health experts to be at your side. so that they can do the specialty crisis intervention that you create the time and distance in order to have.

we have got to work as a team. if we're going save more lives out there, we have to make sure that we have the ability to get some professionals to work alongside with you, so we can intervene in the sometimes very tragic circumstances and if we can get the mental health expertise with the people standing behind me, the crisis intervention specialists, they are referred to as our entire team train by our public health department to work in these crisis situations, we're going save more lives and ultimate ly that is what you seek to do in your profession and we want everybody's lives to be here. you will get crisis intervention training. you will be introduced to the sanctity of life principle, but in the real-street situations that we have,

it's your ability to implement that in an effective way with the chief and all of the managers crisis and all of the trainers that are here. that we want to do it with your safety in mind and with the immediate people's safety in mind so we can gain that valuable, sometimes minutes to be able to introduce a professional. so that we can go on and perhaps save a person's life even more times than we have in the past. quite frankly, it has worked in no less than probably five situations in the past several months. and i was with the chief on one of those occasions, almost three to four hours in those negotiations and we saved everybody's life and everybody walked away. we need more of those opportunities, because there is drugs, there is drug abuse, there is a tremendous amount of mental illness and

you can't do it all. we don't want to tell you to do it all, but you have an invaluable part of that process. so those are two messages. again, thank you for choosing the city and county of san francisco to work in and we'll be there to create more classes as more of our officers decide they want to have an even better life and retire and at the same time, we need to get enough officers to meet the challenges of population, and the needs of every one of our neighborhoods. thanks for being officers in the city and county of san francisco. chief . >> first of all real fast i'm with the mayor every wednesday and the joke you heard i have to hear those every wednesday when i meet with him [laughter ]so the sympathy should be flowing my way. the incident that the mayor was talking about wasing at market and jones and it was

a support armed with a firearm and the officer showed incredible restraint and saves that mans a life. i have since met with the mother and father of the man's life that was saved and they are incredibly grateful to the san francisco police department. they spent about two hours praising our efforts, and giving us kudos for making sure that resolved the way it did. that is what we're trying to push forward and we all understand it's not always going to work out in our favor and things that happen that are well beyond the control of anybody wearing that uniform and we need to make sure we're crystal clear on that, but at same time, to approach every situations a life-saving situation. the department is moving in a different direction and we're trying to be at the front of this and not the back of the line. i just sat in an awards ceremony, voting process for department members to get silver medals and awards and most of the recipients came up in situations that they

tracked about what they did and talked about using time and distancing in deescalation. one an officer was stabbed in throat on the freeway on-ramp and went for his firearm which he reholstered to baton because he recognized that the situation changed and the individual no longer had the knife and he had presence of mind to think about it as it unfolded. another situation a gentleman was sharpening a knife and had residents holed because they were too afraid and they formulated the plan of creating time and distance and they subdued him and took him into custody without shooting him. arguably a year-and-a-half, two years ago the officer-involved shooting scenarios pure and simple. that is what we're trying to preach and push today and the group standing behind me are meant to give you additional tools in the tool belt when you have those situation and

the san francisco police department is proud to partner again with the department of public health on mental health services to the community and the san francisco police have worked with department of public health for years including mobile crisis teams providing assistance to child crisis services which helps youth in crisis. this new team of clinicians standing behind me isa valuable to san francisco police officers to support negotiators in the field and conduct crisis assessments and debrief persons involved and affected by incidents, and consult with victims and provide crisis services. they are going to also assist with our ongoing crisis intervention training program to help our officers improve their ability to recognize people with behavioral health problems. this program is part of an ongoing reform system that the department has undertaken over the past year and again, i'm talking about the san francisco police department being the lead, not following, not picking things up from everybody else. we were using a model that

is still effective, but there is say better model. and our people are now researching that model to bring it to san francisco with dealing with people in crisis. that is part of us taking the lead. we're under a collaborative reform initiative review by the department of justice right now that we invited in. because again, all of these changes are meant to make us better. so i want us all to make sure we embrace it and look behind me at these white jackets with another tool for the san francisco police department to use to enforce the sanctity of life on the streets and save people, because that is our primary mission to preserve life. i want to introduce director. >> thank you you and thank you all of you and i saw you standing at attention to so long and you are so fortunate to be part of a city and part of a police force that are going to be at the head of many police forces in this country in terms of really

understanding the impact of substance-abuse and mental health on many of the individuals that you may meet. behind me is a team that we have been over the last decade working very closely with the police, and coming to any incidents of violence and providing assessments and support to family members. we're going to be expanding this team with three clinical psychologists and social workers to work deeper with all of you and give you training how to engage and meet the needs of many of these individuals. and also, i have been on the calls and some of these interventions that the police chief talked about, and we believe we can really give you really important information about the background of an individual, who you may be negotiating with. and so we're very proud. i'm very proud of the team that is behind you in the white coats and i'm very proud of the team in the blue. and together we're going to be really providing you, i believe, some essential training and also support. and we believe that doing this together, we can reduce

-- improve the health of many of the individuals who you are going to come in contact and reduce the incidents that we have at times when we have to be more forceful with individuals. so we look forward to this. we're going to be quickly hiring these individuals, and the police will be involved with this in hiring. so we have the right type of individual who will work with us closely and by the new year, we'll be really working closely and responding. in between now and then, this team behind me will be taking that place until our new staff is expanded. we're 24/7, and we're located in the bay view, but we travel throughout the city in order to provide these services. so i want to thank you for your attention today and we look forward to working with you, and proud to see all of you today becoming new police officers.
